## How this checks

- robots.txt first, every time. Content-Signal ai-input=no stops the check and is
  reported as excluded, never as failing a check we did not run.
- Tools are listed, never invoked.
- "Could not ask" is its own answer, separate from "no".
- Declared is not registered: code in the page proves a registration exists, not
  that anything registers.
